Water stains from leaking head gasket

I was getting leaks around the outside of my head gasket due to the head nuts being too loose. No leaks now but I do have a lot of water streaks on the block. Any ideas on how to remove these? I've tried mineral spirits, various soaps & sprays but nothing works. Or should I just paint over them? Also can I safely re-use the head gasket if/when I remove the head? What sealer should be use on installation. An old timer I knew used an aluminum paint on both sides of gasket, then bolted down while still tacky. Never seemed to leak for him.... Thanks to all!
