Gary, it was common for engine rebuilders of yesteryear to stamp their own numbers on a block during the rebuilding process, for their own records. Often times the original number would be completely ground off first. I have one like that on a spare engine, two initials and a four digit number, no sign of the original number or stars.
Regarding your original 7 digit number with the stars, was a chisel used to "scratch" it out? The reason I ask is because the highest engine number only goes to 4XXXXXX, which makes your number that starts with a 9 unlikely. With closer inspection could it have started with a 2?
(Your secondary engine number, if it was a legitimate number, corresponds with an engine stamped in Dec '28).
