The upper column bushing had a metal insert which held the webbing in place.It was a steel shell which was pressed into the bushing part and had lips on both sides which kept the webbing from slipping up or down - maybe you're missing this part.The later style bushings were pot metal and had a groove in the hole which the webbing fit into to hold it in place.
You should definetly use the original type brass shims on the lower end of the box.You must select the proper thickness so the worm bearings don't have any up and down play but still can turn freely.Don't use paper as it will compress - just put a thin coat of RTV sealer one each side of each shim befor final assembly and it will never leak.

: Hi, I am having trouble reassambling my 7 tooth steering column. There is a webbing at the top of the column near the steering wheel. Every time I reassemble the shaft into the column, the packing pushes itself out. I've tried pushing it in after the shaft is in the column but that doesn't seem to work. Okay, what is the trick? Yes I am trying to reuse the old packing, if that has anything to do with it.

: 2nd question: I am reusing the brass shims that were previously used on the lower end of the shaft housing, my rebuild gasket kit came with paper gaskets for that spot. Should I use the paper inplace of a brass spacer? or will the brass keep the 600# from dripping out?
