Steering column reassembly, web packing at top of column

Hi, I am having trouble reassambling my 7 tooth steering column. There is a webbing at the top of the column near the steering wheel. Every time I reassemble the shaft into the column, the packing pushes itself out. I've tried pushing it in after the shaft is in the column but that doesn't seem to work. Okay, what is the trick? Yes I am trying to reuse the old packing, if that has anything to do with it.
2nd question: I am reusing the brass shims that were previously used on the lower end of the shaft housing, my rebuild gasket kit came with paper gaskets for that spot. Should I use the paper inplace of a brass spacer? or will the brass keep the 600# from dripping out?
