Bob,
Wether you choose the garbage bag method (my preference) or soapy water method (probably faster), no tools are required and no damage will result unless the paint is still soft of likely to fall off anyway. I install the tires from the front so the rim can sit flat on a blanket, while walking on the tire. I've never put a mark of any kind on the rim.
The advantages of painting first include being able to paint the entire wheel at once (including under the tire), and no masking lines or overspray on tires.
It's been so easy for me that I wouldn't consider another alternative.
