Bob-
Wheels are hard enough to paint without the tires on! Unlike modern wheels, Model A wheels have to be painted from a lot of different angles, from both front and back, to get the spokes and all surfaces of the hub and rim painted evenly.Most painters use a jig to hold the wheel that allows the wheel to be turned so all angles can be sprayed evenly, spraying the last of each coat on the most visible parts.Having the tires mounted would make it very difficult to spray the rim edge area, and would require a lot of masking.Most restorers like the idea that all rust (from inside the rim also) has been removed before the new paint goes on.I Made a carpeted bench with a hole in it to rest the rim on while I mounted the tires from the backside of the wheel, using a large plastic garbage bag over the wheel (it really makes it simple, no tools needed, just feet!)

: I've read several articles on installing tires after painting the wheels using everything from plastic bags,talc,dishwashing soap and was going to go that route when I was talking to my paint supplier and was told to put the tires on before painting to stop damage to the paint. I thougt I would post this messege for some feed back from anyone with first hand experience, I'm capable but want to minimize any mistakes!
