Pedal Shaft Removal

Jim Schild's Model A Shop Manual says that the way to remove the pedal shaft from the bell housing is to cut the head off of the pedal shaft pin (rivet), drive it through into the bell housing with a drift pin, and then drive the shaft out from the inside. This, of course, requires engine removal. Does anyone know a method for removing the shaft without removing the engine?
