Sounds like your rebuilder did everything correct...possibly he put heli-coils on those studs and the water is wicking up those ...What I use is plumbers dope..that I dip the studs in before I insert them...this is also a common problem with Chevrolet V-8 engines where the head bolts touch water...ya might try some block sealer first...like waterglass (sodium silicate) available from the drug store...it will build on those threads and stop the leak...
