Murray,
In mid-1930 Ford introduced a small brass bushing, "A-3529 Steering gear lighting switch tube silencer". It appears to be formed from .006" brass shim stock. Listed as 29-31, It may have been intended for the gemmer steering box only but should work. It seems I've seen a somewhat crude reproduction available somewhere, but not sure. It should be fairly easy to make.

With all original parts it not only eliminates the rattle, but actually seams to reduce binding of the tube. If you have a new switch tube you will need to be sure there are no burrs or other problems at the top of the tube. I'll try to post a photo of the bushing and dimensions of the corresponding parts this evening.

Regards,
Marco
