I think I know where your problem is.
I believe you have your tail light harness reversed.Your tail light harness has two leads.One that goes directly to the tail light that is switched on at this terminal plate during low and high beam.The other wire goes to the stop switch connected to the brake pedal.This wire gets a constant voltage to it regardless of switch position.
If this is True then you would get your tail light on at all times and your brake light would only come on when you have your lights turned on.It is an easy mistake to make, I have done it also.
