First, I have to ask if it could be the brake light that is staying on?

At the bottom of the column, attached to the switch rod should be a coil spring, switch spider, then a small "C" clip holding the spider to the rod. The two legged spider should be vertical with the switch lever vertical at 6 o'clock. If the low & high beams click on at 5 & 4 o'clock, parking lights at 7 o'clock, everything must be attached correctly.

If it's an early '29 with single bulb "H" headlamps, and an original switch the 4 o'clock position isn't used.

Is the wiring, switch, etc., new? I don't know of anything except a short in the wiring harness (very unusual), that would keep the tail light bulb on.
