Steering Adjustments

My recently purchased A has at least 4 inches of play in the steering wheel before turning begins.I've tried adjusting for proper mesh of the teeth in the worm, but can not get the eccentric adjustment sleeve to move.I've backed the three housing cover stud nuts off one quarter turn as instructed. Would appreciate any advice. Thanks, Chuck Gillman
