Cotter Pin & Flat Wasker???

I was wondering whatthe cotter pin that is at the bottom of my flywheel housing is there for??
I also found a flat washer in my bag of boolts that I took off my flywheel. It has been a while and I dont remember seeing it. I may go around the piolt bearing?? Any help is appreciated. I have looked in several books and have seen this part.
