: First:If I have the engine or frame number can I determine what type body was on the frame I have?
Answer: No.The mechanicals were identical for all Model A's in a particular year.As Dave pointed out earlier, the rear spring could tell you if it was a sedan (10 leaves) or a coupe/roadster/phaeton (7 or 8 leaves). But that doesn't tell you too much. The GOOD news is that ANY body will fit on ANY frame in a particular year. Most if not all the bolt holes were in the frame for all bodies.

: My car has a two tooth sector gear in the steering box.I assume this is a 1931.I was told little about this car as I purchased this rolling chassis from a parts dealer.
Answer:Dave answered this - it was used from 1929 to the end of production in 1931.

: Second:I intend on turning this car into a driver.I do not have a body for it at this time. I am considering a standard roadster from Brookville.Any thoughts or ideas on going this route?
Answer: I think there were some messages about this last year. You may want to do a search for "Brookville"

: And Last would a book on judging standards help me in choosing the color scheme for the interior, top, and body colors.
Answer:the two major clubs, MAFCA and MARC have jointly produced a fine set of judging standards. Both clubs can sell you a copy, and they're valuable whether you restore a driver or a show car - lots of good information, paint color descriptions, upholstery, etc.

MAFCA's web site has a number of books on the page listed below - and you can order via a toll-free number if you like.
