I hate to say it but there may be a more "root" cause for the tire rubbing the fender brace.

My 29 CC Pickup has the same problem which I have traced down to a twisted frame.

The problem is not immediately apparent on examination even with the body off.You can even measure and not see any real difference left to right on the car.but over time it has allowed the tire to periodically contact the brace and "chew up" the tread on the inside edge of the left hand tire.I have not had any problem with the tire hitting the brake rods.

I corrected for it for a time with a wood block jammed between the spring and the front frame crossmember: a Rube Goldberg fix at best.

I finally detected the frame problem by leaving the rear axle connected to the bare frame as it appears normally and putting a support centered on the front frame crossmember under the starting crank hole.(In essence a three point suspension.)When you push down equally on each side of the front frame horns using a lever or bar, a push on the "weak" side shows a lot more distortion.

I suspect broken or loose rivets at the frame corners which I have yet to correct, the car being currently together but "a work in progress".

Hope I'm not the bearer of bad news.
