Gas fouled in #1 only

Hi everyone,
I've had what seems to me like a strange problem. I hadn't noticed it until the engine started to run a little rougher than normal. I noticed that while I was cleaning the spark plugs the plug in the #1 cyclinder was gas fouled, While the other three plugs seemed to look just fine. I cleaned the plugs and the engine ran fine for a while longer. A few weeks later I pulled the plugs again and low and behold the #1 plug was fouled again!

This time I put in a newer plug and drove it for a few more weeks. Well as you may have guessed, when I checked the plugs
that darn #1 plug was fouled again. I then swapped my carb for one I know runs leaner, but again the same result.

Since the gas appears to have a longer distance to travel before it gets to the front cyclinder shouldn't(#1)it run leaner?
