How can I get a leagle title for a Model A Chassis

I am about to purchase a 1929 Model A chassis that does not have a title.I will have a bill of sale, but no title when I buy it.Can a title for this chassis be purchased legally? I will build a twenties styl race/speedster typr car and want to license and insure it in Ohio.Can anyone help me with the facts and procedures?
