Well you can pay up to $400 and go through one of thoes privite co's out west or.....
After your build or after the major componets are installed, take all of your bill of sales on all of the major componets (engine, chassis, trans, ect , ect) to the sectetry of state and request a title on the chassis number that you have and year of the chassis.
This procedure can be used on lost title, salvage title, or non titled vechecils.
In other words your out of pocket will probley be $20 (sounds much better)
Also you should check with your secerty of state asap on getting the title as the procedures varry from state to state in michigan one would have to prove the purchase of the major componets and body, have it inspected for all of the legal componets, wipers, brake lights , seatbelts, ect. dont forget they can only require you to have thoes parts, only if the car had them when it rolled off the assembly line.
Thestate police in michigan would do the inspection--they would also be checking that chassis vin number.
Finaly you take the inspection report back to the secetry of state and lord behold a title is isued to you..

Also you can check with the secetry of state before you buy that chassis making shure that there is not a existing title out there somewhere right now, also they can see if it was reported ever stolden.
Long story short -- check with your secerty of state and require there procedures to re title a car .
