25 years ago, while in electronics course in tech school, we tested capacitors/condensors with an analog volt-ohm meter like this; 1- check condensor for shorts by testing it for continuity from both polarities, there shouldn't be any 2- discharge the condensor by shorting the positive wire (+) to the body of the condensor(--) 3- set meter on ohms scale(10k), hook the negative lead from the meter to the body of the condensor 4- touch the positive lead from the meter to the positive wire of the condensor, watch the meter as you touch the wire, the needle should go up and then go back to zero within a few seconds as the condensor "charges" up. Be sure to discharge the condensor before each test.
This does not tell you if the condesor is breaking down when hot, which is very common. I have never personally used this method to test an automotive condensor but I have used it for small engine condensors successfully.
With all that said, the best test for a bad condensor that I've found is to replace it with a new one.
