gummy intake valves

on my 1928 model a intake valves have a varnish like gum on them valves were stuck use 86 octane gas have stainless steel valves motor has about 45 miles on it after being rebuilt can anyone advise why only intake valves and ports are gummed up car has only been driven for short distances,
