Steve Pargeter (pargeter@ix.netcom.com) has an excellent book, "Zenith Carburetor Restoration Guide," in which the operation of all the fuel circuits within the carburetor are nicely described.
Air leakage, clogged passsages, damaged carburetor casting,improper jet / jet well configuration can be culprits in this case. Also, the adjusting needle may be the culprit.
