Hi Brad,
The long jet you asked about is probably the idle jet and is the smallest of the four. It is best to flow test the jets to be sure of the correct flow and if you have the old jets with numbers on them I would use them. Also make sure that the throttle shaft does not have any play where it goes through the upper carb body. This will cause a vacuum leak. There are two solutions to this problem: A. Either get an oversize shaft and drill the opening or sleeve the existing opening with a small piece of copper tubing. If your rebuild kit has the modern valve with the rubber tip, I would use it. However, there were some posts recently that these are no longer available.
There is an excellent book on rebuilding Zeniths entitled 'Zenith Model 'A' Carburetor Restoration Guidelines' by Steve Pargeter.
