I had a very similar experience with the MASS Registry.The Commonwealth requires that a vehicle be registered within 30 days of transferal of ownership, which I tried to do. But every time I went to the Registry, they wanted another piece of paperwork (existing title, notified bill of sale, proof of personal property tax being paid by previous owner, certificate of mileage from previous owner).The car was originally from Virginia and sold at Carlisle to a dealer from Connecticut, so all this paperwork was a nightmare.The final kicker was that, by the time I got the paperwork in order, the time that had elapsed was 8 months and I was assessed a fine for submitting it late. Additionally, the Registry agent arrogantly said that she was going to flag the application for an audit (implying I had a "hot" car?).The point is that I tried to do things the proper way, but after all was said and done, I would have gladly paid $300 to get a fixed title.
