I just did mine too, and had similar trouble.The replacement lower seal is a rubber grommet, which seems to work great, but is a lot thicker than the leather washer that was there originally.I had to tighten the seal packing nut pretty tight to have room to get the actuator on the light rod.The steering was a bit tight until the seal got worn in a bit.
