Hi Bill,
The broken cap jet is a problem. You might try soaking the bottom half of the carb in household ammonia. If it soaks long enough, the ammonia should eat the broken piece away. However,
other brass parts will also be eaten away. If you try to drill it out remember that the cap jet is installed at an angle and the threads are metric, but a 10-34 tap will work.
Since you are probably going to rebuild the water pump anyway, you can hacksaw the lip off of the rearend of the bushing and then you should be able to push the remaining assembly out of the front of the housing. Something has caused the bushing to become loose and it could be that the water pump housing is worn oversize at the rear bushing area.
