In my opinion the most common cause for shimmy is the tie rod ends are not adjusted correctly. If you are starting out with new steering arm balls adjust the end plug in until it seats, then back off one full turn then again enough to allow the cotter pin to be installed. Any adjustment to the tie rod ends will require the toe in be checked and adjusted.
