If the Zenith is in good repair, the normal summer settings that I used were

1 turn off the seat to start cold, fully closed when warm to run constantly at normal speeds (30-35) on the level, and 1/2 turn open for power (high speeds or climbing) or for smoother operation in stop&go traffic.

I ran about 1/2-3/4 turn more open in winter depending on how cold it was (Massachusetts)unless the engine would hesitate or spit back in the carbureter when the throttle was opened, in which case I'd richen it until the hesitation disappeared (the Idle normally had to be enrichened a bit in cold weather also). I also ran a 140 degree thermostat to bring the engine temperature up to normal in cold weather.
