First, I assume the engine runs fine. Are you using a thermostat? The reason I ask is the first time I installed a thermostat in my Model A the hot water must have acted like a detergent and loosened up this brownish foam that appeared when driving around. I had recently had the radiator repaired so I figured the crud must be in the block. I tried flushing the water out twice with no luck. I finally used some cooling system flush. I also switched from water to antifreeze. That was 20K miles ago and the foam has not returned. Unfortunately I changed two variables at the same time, so I don't know which was responsible for eliminating the "head" in the radiator.
