Black is an original color for a 1930 standard coupe. In fact there was black with a orange stripe or black with a green stripe. Rust is a very bad thing. Surface rust is not too bad, it can be easiy removed and the part repainted. But any part that has been rusted through will have to be replaced or repaired. $12,500 no way. It could be worth $2,400, that is up to you.
