Here is my receipe
First, line up the cowl, I would try adding more shims to the front of the cowl.
This should bring the bottom of the hood closer to the cowl. It may also move the top of the cowl back away from the raditor.
In any case the cowl should be straight up and down.
Then move the radiator to get aligned with the front of the hood.
One of the "How to Restore Your Model A" has an article on this subject. Try Volume 2 Page 62.
