Restoration of Fenders

I have about given up about finding a good set of non-welled fenders for my 31' coupe....So I was wondering since my fenders have several "whiskey" dents in the sides plus they were cracked near the top where the metal fatiqued....and the previous owner welded them up....but didn't sand the weld out......My question....Can these fenders be effectively restored?Does anyone know of a good body man familar with Model A fenders in the Houston Area?My fenders are pretty solid except where the previous owner did his handy work.Thanks
