If your gas leak is on the outlet side it would only leak when the valve is open. The gas line has a flare on the end that matches up with the bevel on the gas valve.This is a metal to metal fit and if they are not at the same angle or there is a crack or piece of dirt, it will not seal. I'd suggest looking at both surfaces and try the flare on the gas line against the bevel on the valve to see how it fits. If nothing shows, there is a gas resistant sealant that can be used. Be careful about over tightening the nut as you could strip the threads from the gas valve or the nut.
