Engine rebuilding

I am about to have my engine rebuilt and have been given conflicting advise regarding crankshaft counterweights.I'm restoring a 31 roadster that I want to drive a lot.What are the advantages and disadvantages of the counterweights?Also, any other advice regarding do's and don'ts before I lay down my hard earned cash?Thanks!
