Had the same problem -Water heater, manifold heater, and a couple of stress tears to boot around the corners of the footboard opening.
Weld 'em up - grind it off, all gone.big holes can be patched with 16 ga steel.I prefer Gas welding for that kind of stuff.
If it's only holes, then just Braze them closed.
