No. It has three "hinges" instead of two and no script.
That's rust. Best way to remove it is to take out the gas
tank and have it boiled at a radiator shop then seal it with
a tank sealing product like "POR-15". Only other thing you can do
is try to fill the whole tank with a good cleaner, let is sit, then
try to drain and neutralize it. In-line filters will help but
they're kind of dangerous in model A's and you having a late
31 means that you'd have to locate them under the hood. If you
do that, be sure to use metal ones and try to keep any rubber
connections just as small as you can get them.
