I'm assuming you're talking about the Sparton air horn with the 6 volt vane-type compressor. It was never a stock or factory optional horn, but was from the same period.It was generally used on more expensive vehicles.
My father's '27 Jordan Silouette Playboy had a Sparton 2-bugle horn as stock equipment, and I used it on my "A" back in '59.There were also 3 and 4 bugle horns with cam driven valves that played tone sequences automatically. Typically the problem with them is wear of the compressor housing and the vanes preventing sufficient pressure for proper intonation, or diaphragm problems - either bent or corroded.

They do sound nice, though.
