Joe, I believe I read somewhere that the tanks were "tern' coated. If so you will have no success soldering or brazing to the surface. The pans to modern automatic transmissions are "tern plate" which is the same situation and in trying to attach a drain plug by brazing I had no success at all. Once I cranked the heat up and welded the plug to the plate with copper clad rod I had no problem but no amount of prep would allow solder or brazing to adhere. The problem is the process. Brazing and soldering are adhesion processes while welding is fusion. By welding the "tern" coating is effectively incorporated into the fusion process.

If another tank is close and in your budget you might be well advised to go that route.
