Chassis welt installation

Is there a laid down standard for the installation of the chassis welt under the splash aprons?. Should holes be cut for the rivet heads as well as the body mounting bolts?. A friend of mine has a new set of mounting blocks for his 31 S/W which have a piece of welt nailed to one side of them. We assume the block is fitted with the welt towards the splash guard. Is this correct?. Any help is appreciated.
