1930 front cross member

I bought a partically restored (Engine, Frame & Running gear) and have noticed that the front cross member is Bolted to the frame (I thought that they were riveted by Ford) andthe Bolts are not a snug fit in the holes. Seems to me that you would want the Bolts to be the same size as the holes so as to eliminate and movement. Is this critical????
