My Dad had the same problem with a '31 Victoria.He had to convice the DMV that it was a '31 not a '30.The book Dale mentioned would be a good resource for the engine numbers but also some of the details like the indented firewall and wide bed could also be copied and sent to show that these features did not appear until 1931.You might try the Ford Service Bulletins also.The indented firewall is mentioned in there and all the sources you can cite will work in your favor.

: It listed your engin number being build in Jun. of 1931.But, what if the engine has been replaced???They were supposed to stamp the serial number of the engine on the chassis when the engine was installed on the chassis.If so it should be located on the top of the left frame near the clutch pedal.However, using this is not a good way to set manufacture date because of the long wait (sometimes) from engine manufacture till installation.But, for you the vehicle does sound like a '31.
