Sounds like you have a leaking head gasket.Try retorquing the head with the engine warmed up.
Also, restricting the overflow will no reduce the loss of water.Restrict the rad hose.Pull the hose off the head outlet, cut a piece of shim stock to fit over the outlet and cut a hole in the stock so you have about 2/3 the opening left.Replace the hose and try that. I've used a restricter there for years and it works for me.My radiator alwys runs with just enought water to cover the fins, never stays "brim full".
