Bubbling in Radiator

I have a 1929 Ford Sport Coupe.The radiator is of original style.When running I get a small amount of bubbling in the top tank.This occurs even when the engine is still cold.Even though I fill the tank short one inch from the top, I have water overflowing after running for a short time.The engine doesn't seem to run excessively hot but the radiator always seems low.I did try the restriction in the overflow tube, but that only seems to slow the process.Any ideas?
