The shaft is retained by a cross-pin which is probably hidden under the dirt on the housing. The pin is not tapered, but does have three V-grooves upset into it which lock it when it's driven in.A new one comes with a shaft kit, and should be used.My recollection is that the pin is driven in from the top, and should be driven out from the bottom.remove the pedals, and clean the area.Use a stiff drift with a flat end no larger than 1/8" in dia to avoid mushrooming the pin. When the pin is out, the shaft may still be held by rust, however an application of heat to the shaft, and allowing it to cool coupled with the application od penetrating oil, and twisting force from a pipe wrench should suffice to get it loose.

The shaft can be removed with the clutch housing in the car, but it ain't pretty.
