If you have a car with a glass sediment bowl I would do the following: Place a filter in the tank (it fits in the end of the shut-off valve, unless you have a late 31; install a microfilter in the glass bowl; and install a modern filter in place of the filter screen of your Zenith carb. I hate the problem of rust scale in a tank. I have had it in many cars and I have gotten tired of stalling on the road and having to clean the screen and smell like gas to get it going again. My cars are mostly "T" fords so I can remove the tank to fix. I know your
'A" has the tank as part of the body but I would aproach the problem the same way: I would remove the tank (cowl) and take it to a stripper for cleaning. Once it is clean and stripped (and safe) any sodering or repairs can be done. I then seal the tank with a slosshing compound and repaint and install. I know this is a major cosmetic project on an "A" but do it once and right and you will never have to do it again. After I do this and put on a good rebuilt carb. I add a modern see through filter. I have also had problems with gas lines vibrating and cracking so I use a combination of copper or steel line to rubber hose to copper or steel line (with the filter in the rubber section. This allows the line to stop vibrating and cracking. Not authentic but no breakdowns or gas leaking from a fractured line. Just don't get the filter where it can melt.
