Roger,
Would you believe there are 4 different steering wheels. Red Splined for 1928, black splined 1928-1929, black keyed 1929 and a different black keyed wheel for 1930-1931.
Yours should be the third type, black keyed 1929. I am not sure but I think you can tell the 1929 from the 1930-1931 by looking at the hub. The 1929 would have a steel hub painted with black enamel. The 1930-1931 hub would be made of same 'plastic' type material that the rest of the wheel is made from.
