Bob,
Everything I have read says that the engines where made in one of three places, the Rouge Plant, Canada or England. Therefore I would say that it is a rebuilt engine with a new number stamped on it.However there have been several mentions of such mumbers in the last few issues of The Restorer, they have not decided if the numbers are original or not. It would interesting to know if the frame number is the same.
