Hi Roger..

The 30-31 Model A steering wheels were made out of a hard rubber-like compound, and had little gloss.The one on my A was a little banged up too, but I filed and sanded out the nicks.Then I used 0000 steel wool and wax to smooth out the wheel.The end result was that it had the low sheen like the originals.
If you do paint the wheel, lacquer might be the best choice, but I would leave out the hardener so you can use the steel wool and wax to get the desired finish.Spray 4 or 5 coats of lacquer and lightly sand after each coat when dry.
