My experience is that heat is generally the answer to frozen things.I've never had much luck with penetrating oil, and the knob may not take too kindly to it anyway.
I'd heat the shaft as hot as you can get it without damaging the knob (make a heat shield out of asbestos, or Steel sheet so that flame won't burn the knob), then apply a little WD40 and let it cool, WHen it's cold, see if it'll break loose and wiggle a little.If it does, then more WD40 and wiggle gently until it frees up.If it doesn't, heat it again etc.
