GAS CAP VENTING

On my 31 Roadster while driving I get some hesitation as if I'm fuel starved. Realeas and reinstallation of the gas cap temporarily eleviates the problem.The underside of the cap has what appears to be a small vent hole, but I can't see how this vents to atmosphere.Is this cap incorrect? Does anyone know how this should vent?Could anything else be the culprit?
