Trouble with Model A "bucking" at low speeds

My friend has a 1930 Model A that "bucks" excessively
when decelerating.At 15 down to 10 mph this "bucking"
is especially troublesome.When you acelerate at these
speeds there is no problem.It just smoothes out and
picks up speed with no bucking.
This is a real problem when driving slowly in parades.
The timing appears to be correct.Anybody have any
suggestions on correcting this problem?
